Punjab Government Repeals Regularization of Service Act 2018 | New Ordinance 2025 Issued

Lahore (31 October 2025):
The Government of the Punjab has officially repealed the Punjab Regularization of Service Act 2018 (XV of 2018) through the newly promulgated Punjab Regularization of Service (Repeal) Ordinance 2025 (VII of 2025).
According to the notification issued by the Law and Parliamentary Affairs Department, the ordinance was promulgated by Governor Sardar Saleem Haider Khan under Article 128 of the Constitution of Pakistan.
The new ordinance repeals the earlier 2018 Act, which had allowed contract employees to be regularized into permanent service. However, the repeal includes a saving clause, meaning that any actions or appointments made under the 2018 Act will remain valid as if the Act had not been repealed.
The statement of objects and reasons issued with the ordinance explains that the Punjab government intends to shift the appointment system from Basic Pay Scale (BPS) to a Lump Sum Pay Package. The move aims to reduce the financial burden on the government, especially in terms of pension and other post-retirement benefits.
The ordinance came into force immediately upon its publication on October 31, 2025, in the Punjab Gazette (Extraordinary Issue).

حکومتِ پنجاب نے پنجاب ریگولرائزیشن آف سروس ایکٹ 2018 کو باقاعدہ طور پر ختم کر دیا ہے اور اس کی جگہ پنجاب ریگولرائزیشن آف سروس (ری peal) آرڈیننس 2025 نافذ کر دیا گیا ہے۔
یہ آرڈیننس گورنر پنجاب سردار سلیم حیدر خان نے آئین پاکستان کے آرٹیکل 128 کے تحت جاری کیا، جس کی اطلاع قانون و پارلیمانی امور کے محکمے نے صوبائی گزٹ میں شائع کر دی ہے۔
نئے آرڈیننس کے مطابق 2018 کا ایکٹ منسوخ کر دیا گیا ہے، تاہم سیونگ کلاز کے تحت اس ایکٹ کے تحت کیے گئے تمام اقدامات یا بھرتیاں بدستور مؤثر رہیں گی جیسے کہ ایکٹ منسوخ نہ ہوا ہو۔
آرڈیننس میں بیان کردہ وجوہات و مقاصد کے مطابق حکومتِ پنجاب نے فیصلہ کیا ہے کہ سرکاری ملازمین کی بھرتیوں کا طریقہ بیسک پے اسکیل (BPS) سے لمپ سم پے پیکیج میں منتقل کیا جائے تاکہ سرکاری خزانے پر بوجھ کم ہو، خاص طور پر پنشن اور دیگر مراعات کی مد میں۔
یہ آرڈیننس 31 اکتوبر 2025 سے فوری طور پر نافذ العمل ہو گیا ہے۔
