SUBJECT. PROMOTION OF THE EMPLOYEE IN BS-1 TO B-4 JUNIOR CLERK BS-11 AGAINST 20% QUOTA
Reference your letter No. SO-ADMN-II(LG)6-51/2018(P) dated 16.12.2021 on the subject noted above.
2. The Regulations Wing, S&GAD has examined the matter and it is observed that qualification i.e. HSSC (2. division) revised through Regulations Wing, S&GAD’s notification dated 04.04.2016 for the post of Junior Clerk (BS-11) is for initial recruitment. However. the revised qualification may not be made applicable to the existing employees serving in BS-1 to 4,
whose promotion cases under 20% quota are to be dealt with in accordance with provision of existing service rules. As far as instructions dated 14.02.2018 issued by Personnel Wing, S&GAD are concerned, the same are applicable to the staff of B5-1 to 4 recruited by Personnel Wing, S&GAD and posted in different administrative department for their promotion as Junior Clerk (BS-11),under 20%,quota.The service matters of the employees of Local Government Department are to be dealt with in accordance with the relevant service rules, Hence, the A.D is advised to proceed in accordance with the relevant service Rules.
