Punjab Civil Servants Rules 1974 Amended – New Rules for Cadre Change and Absorption

The Government of the Punjab, through the Services and General Administration Department (S&GAD), Regulations Wing, has introduced important amendments to the Punjab Civil Servants (Appointment and Conditions of Service) Rules, 1974.

The amendment was notified through Notification No. SOR-III(S&GAD)2-60/2024 dated June 29, 2026, and published in the Punjab Gazette (Extraordinary) on July 1, 2026. The amendments have been made under Section 23 of the Punjab Civil Servants Act, 1974 and have immediate effect.

Key Changes in Punjab Civil Servants Rules 1974

1. Change of Cadre Generally Not Permissible

Under the newly inserted Rule 3-A, a civil servant cannot ordinarily change their cadre or be absorbed into another department.

The rule establishes that change of cadre or absorption into another department shall not be permissible, except in the specific circumstances provided in the new rule.

2. Surplus Employees After Reorganization

An important provision has been introduced for employees who become surplus because of retrenchment or reorganization.

Where a post or cadre is abolished as a result of the restructuring of a department, office, autonomous body or semi-autonomous body, the Chief Secretary may declare the affected civil servants as surplus.

3. Absorption in Another Department

A civil servant declared surplus may be absorbed against an equivalent post in another department or cadre, subject to:

Suitability of the employee;

Availability of an equivalent post; and

The prescribed approval/recommendation procedure.

4. Role of Commission for BS-16 and Above

For posts in BS-16 and above, absorption will be made on the recommendation of the relevant Commission.

The same requirement applies to certain BS-11 to BS-15 posts where initial recruitment requires notification by the Chief Minister.

5. Committee for Other Posts

For other posts, absorption will be made on the recommendations of a committee constituted by the Chief Minister, or an officer authorized by the Chief Minister for this purpose.

6. Protection of Seniority

For seniority purposes, a civil servant absorbed under these provisions will be considered to have been appointed through initial recruitment with effect from the date on which the employee assumes charge of the post in the absorbing functional unit or cadre.

7. Lower Post May Be Offered

If an equivalent post is not available, a lower post may be offered to the civil servant, subject to prescribed conditions.

However, the notification provides an important protection: if a civil servant is appointed to a lower post, the pay drawn by the employee in the higher post immediately before such appointment shall remain protected.

What Does the New Amendment Mean?

In simple terms, the amendment restricts routine or discretionary cadre changes and inter-departmental absorption of Punjab civil servants.

However, employees who become surplus because of departmental reorganization, retrenchment or abolition of posts may be accommodated in another department or cadre where an appropriate post is available and the required conditions and recommendations are fulfilled.

The amendment has been given immediate effect and forms part of the Punjab Civil Servants (Appointment and Conditions of Service) Rules, 1974.

پنجاب گزٹ (Extraordinary)، مورخہ 1 جولائی 2026 میں حکومتِ پنجاب، سروسز اینڈ جنرل ایڈمنسٹریشن ڈیپارٹمنٹ نے پنجاب سول سرونٹس (Appointment and Conditions of Service) Rules, 1974 میں اہم ترامیم کا نوٹیفکیشن جاری کیا ہے۔

اہم نکات

 کیڈر تبدیل کرنا عام طور پر ممنوع

کسی سول سرونٹ کا ایک کیڈر سے دوسرے کیڈر میں تبادلہ (Change of Cadre) یا کسی دوسرے محکمے میں Absorption عام حالات میں قابلِ اجازت نہیں ہوگا۔

2۔ سرپلس ملازمین کے لیے خصوصی گنجائش

اگر کسی محکمے، دفتر، خودمختار ادارے یا نیم خودمختار ادارے کی تنظیمِ نو (Re-organization) یا Retranchement کے نتیجے میں کوئی پوسٹ ختم ہو جائے تو چیف سیکرٹری متعلقہ سول سرونٹ کو Surplus قرار دے سکتے ہیں۔

3۔ دوسرے محکمے میں ایڈجسٹمنٹ

سرپلس قرار دیے گئے ملازم کو اس کی اہلیت (Suitability) اور دستیابی کی بنیاد پر دوسرے محکمے یا کیڈر میں مساوی پوسٹ (Equivalent Post) پر جذب/ایڈجسٹ کیا جا سکتا ہے۔

4۔ BS-16  اور اس سے اوپر کی پوسٹیں

BS-16 اور اس سے اوپر کی پوسٹوں کے لیے، اور بعض BS-11 تا BS-15 پوسٹوں کے لیے جن کی ابتدائی بھرتی کے لیے وزیراعلیٰ کی منظوری/نوٹیفکیشن درکار ہو، متعلقہ Commission کی سفارش ضروری ہوگی۔

5۔ دیگر پوسٹوں کے لیے کمیٹی

باقی پوسٹوں کے لیے جذب/ایڈجسٹمنٹ چیف منسٹر کی تشکیل کردہ کمیٹی یا ان کے مجاز افسر کی سفارش پر ہوگی۔

6۔ سینیارٹی کا تحفظ

دوسرے کیڈر یا محکمے میں جذب ہونے والے ملازم کو سینیارٹی کے لیے اس تاریخ سے مقرر تصور کیا جائے گا جس دن وہ نئی پوسٹ/کیڈر میں چارج سنبھالے گا۔

7۔ مساوی پوسٹ دستیاب نہ ہو تو

اگر مساوی پوسٹ دستیاب نہ ہو تو ملازم کو کم گریڈ کی پوسٹ بھی پیش کی جا سکتی ہے، تاہم ایسی صورت میں اس کی سابقہ زیادہ پوسٹ پر حاصل کردہ تنخواہ (Pay) محفوظ رہے گی۔

آسان الفاظ میں نتیجہ

اس ترمیم کا بنیادی مقصد یہ ہے کہ محض اپنی مرضی سے کسی ملازم کو ایک محکمے یا کیڈر سے دوسرے کیڈر میں منتقل یا جذب نہیں کیا جا سکے گا۔ البتہ اگر محکمہ ختم ہو، تنظیمِ نو ہو یا پوسٹ ختم ہونے سے ملازم Surplus ہو جائے تو حکومت مخصوص طریقہ کار کے تحت اسے دوسرے محکمے/کیڈر میں مناسب پوسٹ پر ایڈجسٹ کر سکتی ہے۔

یہ ترمیم فوری طور پر نافذ العمل قرار دی گئی ہے۔
