UN Security Council Adopts US-Backed Trump Gaza Peace Plan and International Stabilization Force

WASHINGTON, Nov 17, 2025 — The UN Security Council on Monday adopted a U.S.-drafted resolution endorsing President Donald Trump’s Gaza peace plan and authorizing an international stabilization force to secure the Palestinian enclave and advance a long-term path toward peace.

Global Approval for Trump’s 20-Point Gaza Plan

The resolution legitimizes the first phase of Trump’s 20-point plan, agreed last month by Israel and Hamas, which includes a ceasefire, hostage-release deal, and the formation of a transitional governing body to oversee Gaza’s reconstruction and economic recovery.

International Stabilization Force Authorized

The resolution authorizes a multinational International Stabilization Force (ISF) tasked with ensuring the demilitarization of Gaza by dismantling weapons stockpiles and eliminating militant infrastructure.

It also allows member states to join the newly envisioned Trump-chaired Board of Peace, which will supervise governance reforms and redevelopment efforts.

Hamas Rejects Disarmament, Calls Move “International Guardianship”

Hamas welcomed the ceasefire but reiterated that it will not disarm, labeling its armed struggle “legitimate resistance.” The group rejected the resolution as an attempt to impose “international guardianship” on Gaza.

US: Plan Creates Pathways to Palestinian Self-Determination

U.S. Ambassador Mike Waltz told the council that the resolution “charts a credible pathway for Palestinian self-determination,” and envisions a future where Gaza can become “prosperous, secure, and free from terror.”

Russia and China Abstain, Cite Concerns

Russia and China abstained from the vote, but their objections did not block the resolution. Russian Ambassador Vasily Nebenzya argued that the plan gives Washington excessive control and does not define the UN’s role clearly.

Palestinian Authority Welcomes Resolution

The Palestinian Authority embraced the resolution, saying it is ready to join its implementation. Diplomats said PA support was key to preventing a Russian veto.

Trump Celebrates ‘Historic Moment’

President Donald Trump hailed the council’s approval as “a moment of true historic proportion,” promising further announcements about the Board of Peace in the coming weeks.

Reference to Palestinian Statehood Sparks Debate in Israel

The resolution sparked debate in Israel because it mentions a possible future Palestinian state once governance reforms and reconstruction have reached key milestones.

The text says “conditions may finally be in place for a credible pathway to Palestinian self-determination and statehood,” with the U.S. committed to establishing dialogue between Israelis and Palestinians for a long-term political solution.

Israeli Prime Minister Benjamin Netanyahu reaffirmed opposition to Palestinian statehood and pledged to demilitarize Gaza “the easy way or the hard way.”
