Initiation of PEEDA Act proceedings against surplus teachers who failed to apply for adjustment

The School Education Department in Punjab has ordered Chief Executive Officers (CEOs) to initiate disciplinary action under the Punjab Employees Efficiency, Discipline and Accountability (PEEDA) Act, 2006, against surplus teachers who have failed to apply for further posting or adjustment.

This action follows repeated instructions and opportunities given to these teachers, and their non-compliance is considered a serious misconduct. CEOs must identify these teachers, start PEEDA proceedings, and send an action-taken report to ddm2.cmmf@gmail.com by 2:00 PM on September 22, 2025.

Initiate Proceedings: Begin disciplinary proceedings against these teachers under the relevant provisions of the PEEDA Act, 2006.

Ensure Strict Compliance: Ensure these directions are followed in their true spirit and are disseminated to all relevant levels.

Submit Action Report: Submit a comprehensive action taken report to ddm2.cmmf@gmail.com by 2:00 PM on September 22, 2025.

The deadline for the action-taken report is September 22, 2025, at 2:00 PM.
Non-compliance with these directions will result in consequences for the concerned CEO (DEA).

2. It is to inform that the Competent Authority has shown serious concern that a number of surplus teachers, identified during the rationalization process, have not applied for further posting / adjustment despite repeated instructions and ample opportunities provided by the department. Moreover, non-compliance of the directions pertaining to rationalization and human resource management, constitutes serious misconduct and is subject to disciplinary action under the Punjab Employees Efficiency, Discipline and Accountability (PEEDA) Act, 2006.

3. In this regard, you are hereby directed to:

i. Identify all surplus teachers within your jurisdiction who failed to apply for adjustment / posting as per the directions issued by the department.

ii. Initiate disciplinary proceedings against such teachers under the relevant provisions of the PEEDA Act, 2006.

4. You are further directed to ensure the above said directions in true letter and spirit and disseminate the directions at all levels for strict compliance. Moreover, send the comprehensive action taken report to this office through e-mail at ddm2.cmmf@gmail.com by 22-09-2025 till 02:00 P.M positively, without fail. In case of non-compliance, concerned CEO (DEA) will be held responsible and strict disciplinary action will be taken taken accordingly. accordingly.
