This Hearing Notice issued by the Chief Executive Officer (DEA) Rahim Yar Khan to Mst. SADIA NASEEM AEO Markaz Chacharan Sharif KhanPur District Rahim Yar Khan relates to an appeal filed under the PEEDA Act 2006 against disciplinary proceedings initiated by the District Education Officer (EEW). The matter involves serious allegations of misconduct, inefficiency, unauthorized absence of teachers, salary fraud, missing school records, and financial loss to the Government Treasury. The notice highlights major administrative lapses at GGPS Aslam Digrocha KPR, including school closure, absence of enrolled students, and poor infrastructure conditions. گورنمنٹ گرلز پرائمری اسکول اسلم ڈگروچا، خان پور، سیلاب سے متاثر ہونے کے باعث بند ہے اور اساتذہ کو گورنمنٹ بوائز پرائمری اسکول تھاٹھہ ڈگروچا، خان پور میں اٹیچ کیا گیا تھا۔ تاہم دونوں خواتین اساتذہ، (1) صبا خادم اور (2) اقرا ریاض، بطور PST تعینات ہونے کے باوجود گزشتہ 04 سال سے ڈیوٹی سے غیر حاضر ہیں اور آپ کی ملی بھگت سے بغیر ڈیوٹی انجام دیے تنخواہیں وصول کر رہی ہیں۔

اسکول طلبہ کے بغیر چل رہا تھا اور آپ اس صورتحال کی اطلاع اعلیٰ حکام کو دینے میں ناکام رہے۔

حکام کے دورے کے دوران یہ مشاہدہ کیا گیا کہ اسکول کا فرنیچر بے ترتیبی سے بکھرا ہوا تھا، ہر طرف گندگی پھیلی ہوئی تھی اور اسکول کی حالت انتہائی خراب تھی، یوں محسوس ہوتا تھا جیسے یہ کوئی ویران، بھوت بنگلہ یا آسیب زدہ جگہ ہو۔

اسٹاف رجسٹر اور دیگر ریکارڈ بھی موقع پر موجود نہ تھا، جس کی حقیقت آپ نے اعلیٰ حکام سے چھپائے رکھی۔

ایک خاتون ٹیچر مسز صبا خادم PST کافی عرصہ سے بیرون ملک مقیم ہیں، اس کے باوجود آپ کی مدد سے بغیر ڈیوٹی انجام دیے دھوکہ دہی کے ذریعے تنخواہیں وصول کر رہی ہیں، جس سے سرکاری خزانے کو بھاری مالی نقصان پہنچا۔ اس تمام صورتحال میں اسسٹنٹ ایجوکیشن آفیسر کا کردار انتہائی مشکوک اور گندا نظر آتا ہے جیسا کہ اوپر بیان کیا گیا ہے۔
اس ضمن میں آپ کو ہدایت کی گئی تھی کہ آپ 25-10-2025 کو ذاتی سماعت کے لیے پیش ہوں، تاہم آپ اس وقت زچگی کی رخصت پر تھیں۔ اب آپ کو دوبارہ ہدایت کی جاتی ہے کہ آپ 20-12-2025 کو صبح 11:00 بجے ذاتی سماعت کے لیے زیر دستخطی کے روبرو پیش ہوں، بصورت دیگر یہ تصور کیا جائے گا کہ آپ کے پاس اپنے دفاع میں کچھ بھی پیش کرنے کے لیے موجود نہیں ہے۔
Apropos the subject cited above, your appeal received in the office of the undersigned against the recommendations of Disciplinary Proceedings under the PEEDA Act, 2006 against you by the District Education Officer (EEW) vide letter No. 3021/EB dated 13-11-2024 on account of Misconduct and Inefficiency on the following charges:
- GGPS Aslam Digrocha KPR is closed due to flood effects and teachers were detained at GBPS Thaatha Digrocha KPR. Both lady teachers,
(1) Saba Khadim and (2) Iqra Riaz (PSTs), appointed in the school, have remained absent from duty for the last 04 years and were receiving salaries without performing duties, allegedly with your collaboration. - The school was running without students and you failed to report this fact to higher authorities.
- During the visit of authorities, it was observed that the school furniture was scattered and dirt was spread everywhere, giving the impression of a deserted or abandoned building.
- The staff register and other official records were found missing, and this position was concealed from higher authorities.
- A lady teacher, Mst. Saba Khadim (PST), has gone abroad since long and has been fraudulently receiving salary without performing duty, causing huge financial loss to the Government Treasury. The role of the Assistant Education Officer appears highly questionable in the entire matter.
In this regard, you were earlier directed to appear before the undersigned on 25-10-2025, but you were on maternity leave.
You are once again directed to appear before the undersigned for personal hearing on:
