Subject: VIOLATION OF DIRECTIVES OF ELECTION COMMISSION OF.
PAKISTAN.
As you know that Bye-election for constituency No. NA-118 Nankana Sahib-II has been announced vide Election Commission of Pakistan’s notification bearing No.8(9)/2022-Cord dated 05th August, 2022 and Election Commission of Pakistan has also issued Directive vide notifications bearing No.F.8(9)/2022-Cord (4) dated 05th August. 2022 & No.F.8(8)/2022-Cord (3) dated 14th September, 2022 for the stoppage/ban on posting & transfers in the districts where the election has been scheduled The main contents of the notification is reproduced hereunder;
“No Government or authority shall post or transfer any officer in the district, where schedule for bye-elections has been issued on 05ffi August, 2022 till the publication of name of returned candidate”.
I would like to draw your attention towards your office order bearing
No.2681/PA dated the 05th October, 2022, whereby services of Mr. Allah Daad, has been surrender and placed at the disposal of Secretary, Govt. of the Punjab, School Education Department, Lahore and Mr. Muneer Ahmad, Dy. District Education Officer (M), Tehsil Nankana Sahib has been assigned the look after charge of the office of the District Education Officer (M-EE), Nankana Sahib.
3. WHEREAS, under Article 218(3) of the Constitution of the Islamic Republic of Pakistan, Election Commission of Pakistan (ECP) is mandated to organize and conduct elections and to make such arrangements as are necessary to ensure that the election is conducted honestly, justly, fairly and in accordance
with law and that the corrupt practices are guarded-against.
4. As your above-mentioned office order regarding look after charge and the surrendering of the services of the said District Education Officer (M-EE), Nankana Sahib is sheer violation of the directive of the Hon’ble Election Commission of Pakistan. Therefore, it is desirable that the order of the above said officer be withdrawn henceforth and conveyed to the undersigned immediately as the election schedule issued for NA-118 Nankana Sahib-II is still intact and going to be held on 16.10.2022 and no posting/transfer can be made by any authority till the culmination of the election process in the concerned districts.
