SUBJECT: COMPLAINT AGAINST USE OF LOUDSPEAKERS BY PRIVATE SCHOOLS
I am directed to refer to the subject cited above and to state that a complaint has been received in this department which delineates that some Schools use Loudspeakers for different activities which causes not only an annoyance but also noise pollution in the vicinity. It is further observed that elderly peoples are the most affected ones due to said use of Loudspeakers. It is pertinent to mention here that according to Section (3) of “The Punjab Sound Systems (Regulation) Act 2015”, there is a prohibition on the use of the Sound System. The Act states that it shall be unlawful for any person to use or assist in using, permit or allow the use of a Sound System which generates any loud, unnecessary, or unusual noise or any noise which annoys, disturbs, injures, Or endangers the comfort, repose, health, peace, or safety of persons in or beyond the vicinity.
2. Therefore, I am further directed to request that all the Chief Executive Officers (DEAs) in Punjab may be asked to issue a direction for compliance with Section (3) of “The Punjab Sound Systems (Regulation) Act 2015”.
