2. You are directed to explain your position and reason as to why necessary steps for award of promotion as EST and SST have not been taken by you despite availability of post in said categories. Moreover, the detail of last DPC conducted and award of Promotion as EST and SST may also be conveyed through documents / evidence. But you failed to provide such information till date. This state affair to the officers is very regrettable.
