School Safety measures in schools Punjab

The Punjab School Education Department has issued Safety Instructions Pertaining to Construction Activities in Public Schools on 1 October 2026. The notification directs CEOs/DEAs to ensure strict compliance with construction site safety measures in public schools, including proper cordoning of construction areas, prevention of student access, deployment of responsible staff, duty rosters, regular inspection and continuous monitoring during construction activities.

Subject: SAFETY INSTRUCTIONS PERTAINING TO CONSTRUCTION ACTIVITIES IN PUBLIC SCHOOLS

I am directed to refer to this Department’s earlier letter of even number dated 20 February, 2026 and to state that CEOs/DEAs are directed to personally ensure strict compliance of the following instructions at all schools where construction activities under SMCs and SMU have been initiated or to be initiated:

I. All construction sites shall be properly cordoned off, secured and isolated to prevent access by students and unauthorized persons.

II. A responsible teacher/staff member shall be deputed at each construction site to supervise and monitor the safety measures at the construction site round the clock through three shifts of eight hours each.

III. It shall be ensured that no student/child is permitted to enter or gain access to the construction site under any circumstances. Adequate physical barriers and other necessary safety measures shall be taken to prevent unauthorized entry.

IV. Proper duty rosters of the teachers/officials/staff deputed for monitoring the safety measures at the construction sites shall be prepared, notified and maintained at the school.

V. It shall be ensured that all safety measures remain fully operational throughout the construction period.

2. The CEOs/DEAs shall ensure regular inspection and effective monitoring of all construction activities and shall personally satisfy themselves that the safety measures are being strictly observed at each school.

3. In case of non-compliance of the above instructions, or occurrence of any untoward incident due to negligence, omission or failure to ensure the safety measures, the concerned CEO, DEO, Dy. DEO, AEO and Head Teacher shall be held personally responsible. Such negligence/failure shall be treated as a serious lapse and construed as criminal negligence under the relevant law.
