School Based Assessment SBA 2026 | New Instructions Released

School Based Assessment 2025-26 guidelines have been officially notified by the Punjab School Education Department for outsourced schools operating under PRSP Phase I and II, along with baseline testing instructions for PRSP Phase III. According to the notification dated 7 March 2026, the Punjab Education, Curriculum, Training and Assessment Authority (PECTAA) will conduct the assessments separately to ensure transparency and accurate reporting of student learning outcomes.

I am directed to refer to the subject noted above and to convey the following instructions / directions of the Competent Authority to be adhered in letter & spirit:

PECTAA shall conduct a separate School-Based Assessment (SBA) for the outsourced schools under PSRP Phase-I&II, and the results thereof shall be compiled separately for submission to the Competent Authority for further perusal.

ii. PECTAA shall also conduct a separate base line test for the schools to be outsourced schools under PSRP Phase-III, and the results thereof shall be compiled separately.

iii. If required, a separate date sheet / annual plan may be issued subject to approval of the Department

iv. Paper printing charges shall be incurred from the existing PECTAA budget.

v. To ensure transparency, PECTAA shall not constitute any monitoring team/committee/person from PEF/PEIMA for field monitoring. Instead, monitoring of the said SBA+baseline test shall be carried out by the DPIs (SE & EE), Punjab, Lahore, as well as all Divisional Directors and Additional Directors in Punjab. The monitoring reports shall be compiled by the respective officers and submitted to PECTAA for necessary review.

vi. PEF and PEIMA shall not interfere in the whole process of monitoring. It will be independently taken by PECTAA.

However, discussion for the administrative matters may be made accordingly.

vii. PECTAA & PMIU-PESRP shall jointly share the database statistics, including the school teachers who generated the papers and the Student Learning Outcomes (SLO) or subject-wise outcomes of the assessment.

viii. Oral assessment Of Grade-I & Grade-2 for First Term & Mid Term will also be conducted as per schedule issued by the PECTAA. Results of this assessment will also be uploaded on SIS also.

The School Based Assessment 2025-26 policy has been released by the Punjab School Education Department to regulate assessments in outsourced schools operating under the Punjab Education Foundation and PRSP programs.

According to the official notification issued on 7 March 2026, the Punjab Education, Curriculum, Training and Assessment Authority (PECTAA) will conduct a separate School-Based Assessment (SBA) for schools outsourced under PRSP Phase I and Phase II. The results will be compiled independently and submitted to the competent authority for review.In addition, a baseline test will also be conducted for schools included in PRSP Phase III. These tests aim to evaluate the academic level of students and establish benchmarks for future learning progress. The results will be documented separately to maintain transparency in the evaluation process.The department has clarified that paper printing expenses will be covered from the existing PECTAA budget. Furthermore, monitoring of the SBA and baseline tests will be conducted by Directors of Public Instruction (SE & EE) and divisional education officers, rather than PEF or PEIMA monitoring teams.The notification also highlights that Grade 1 and Grade 2 oral assessments for the first term and mid-term will be conducted as per the schedule issued by PECTAA. The results will also be uploaded to the School Information System (SIS).This policy is part of ongoing efforts by the Punjab government to improve education quality, transparency, and student learning outcomes across outsourced schools in the province.

پنجاب سکول ایجوکیشن ڈیپارٹمنٹ نے اسکول بیسڈ اسسمنٹ 2025-26 کے حوالے سے آؤٹ سورسڈ اسکولوں کے لیے خصوصی ہدایات جاری کر دی ہیں۔ یہ ہدایات 7 مارچ 2026 کو جاری کیے گئے ایک سرکاری نوٹیفکیشن میں دی گئی ہیں۔نوٹیفکیشن کے مطابق پنجاب ایجوکیشن، کریکولم، ٹریننگ اینڈ اسسمنٹ اتھارٹی (PECTAA) آؤٹ سورسڈ اسکولوں میں اسکول بیسڈ اسسمنٹ کا انعقاد کرے گی۔ PRSP فیز 1 اور فیز 2 کے تحت چلنے والے اسکولوں کے لیے یہ امتحانات علیحدہ طور پر منعقد کیے جائیں گے اور ان کے نتائج بھی الگ مرتب کیے جائیں گے۔اسی طرح PRSP فیز 3 میں شامل ہونے والے اسکولوں کے لیے بیس لائن ٹیسٹ لیا جائے گا۔ اس ٹیسٹ کا مقصد طلبہ کے تعلیمی معیار کا جائزہ لینا اور آئندہ تعلیمی منصوبہ بندی کے لیے بنیادی ڈیٹا فراہم کرنا ہے۔محکمہ تعلیم کے مطابق امتحانی پرچوں کی چھپائی کے اخراجات PECTAA کے موجودہ بجٹ سے پورے کیے جائیں گے۔ اس کے علاوہ امتحانات کی نگرانی پنجاب کے ڈائریکٹرز آف پبلک انسٹرکشن (SE اور EE) اور دیگر متعلقہ افسران کریں گے تاکہ امتحانی عمل شفاف اور منظم بنایا جا سکے۔نوٹیفکیشن میں یہ بھی بتایا گیا ہے کہ گریڈ 1 اور گریڈ 2 کے طلبہ کے زبانی امتحانات فرسٹ ٹرم اور مڈ ٹرم کے دوران PECTAA کے جاری کردہ شیڈول کے مطابق لیے جائیں گے۔ ان امتحانات کے نتائج اسکول انفارمیشن سسٹم (SIS) پر بھی اپ لوڈ کیے جائیں گے۔حکومت پنجاب کی جانب سے یہ اقدام صوبے میں تعلیمی معیار بہتر بنانے، شفافیت بڑھانے اور طلبہ کے سیکھنے کے نتائج کو بہتر بنانے کے لیے اٹھایا گیا ہے۔
