Formation of Harassment Committees in Schools to Address Harassment Cases

Government of the Punjab School Education Department has issued a letter regarding the formation of harassment committees in all public sector schools across the province.

Subject: Formation of Harassment Committees in Schools to Address Harassment Cases

I am directed to state that in pursuance of the directions of the Hon’ble Chief Minister Punjab, issued on the occasion of the International Day of the Girl Child, it has been decided to constitute Harassment Committees in all public sector schools across the province to ensure a safe, respectful, and dignified learning environment for all students, particularly girls.

2. The purpose of these committees is to provide a confidential and effective mechanism to address complaints of sexual harassment within schools, in accordance with the provisions of the “Protection against Harassment of Women at the Workplace Act, 2010” and relevant departmental policies.

3. I am further directed to request you to ensure that Harassment Committees are established in all Primary, Elementary, Secondary & Higher Schools comprising of the Head of the institution, under your jurisdiction at the earliest. Each committee shall consist of at least three (03) teachers, ensuring adequate female representation.

4. The committees will be responsible for:

Receiving and addressing complaints of sexual harassment in a confidential and sensitive manner.

Ensuring protection of complainants and fair inquiry processes.

Maintaining records of proceedings and submitting periodic reports to the District Education Authority.

5. A compliance report, along with a list of constituted committees (school-wise), must be submitted to this Department within thirty (30) days of issuance of this letter.
