Subject: FUNCTIONS AVAILABLE IN CEO’s SIS LOGIN
Reference to Govt. of the Punjab School Education Department letter No. SO(SE-1V) 2-34/2009 (TR) dated 07-12-2020 by SO(SED) on the subject cited above.
As School Education Department has already issued notification regarding SIS Management. The functions of all level stake holder, e-Transfer system with well-defined roles and responsibilities are already notified to facilitate the Hon’ble Teachers following more functions are added in the CEO (DEA) SIS login;
1. Correction in Teachers Data
2. Addition of SNE posts and correction
3. Option to add request for QR code orders
4. Promotion tagging of Teachers
5. Correction of Subjects for EST (G) & SST (Sci) Teachers
6. Teacher data reports
7. Teacher e-Transfer history
8. List of pending promotions data
9. List of awaiting posting teachers
10. District Promotion Quota Reports
3. Inspite of that teachers are approaching the Head office having similar or same issues. So, you are directed to resolve the issues to facilitate the Hon’ble Teachers at District Level via available functions in your SIS login.
4. Furthermore, if any teacher visit directly to Provincial Office for these queries then CEO (DEA) concerned will be held responsible. In case of any query, facing any kind of error/problem in SIS the CEO IDEA) concerned should contact himself or through representative to this Provincial Directorate.

NOTIFICATION
SUBJECT: SIS MANAGEMENT
1. Purpose:
This clarification aims to highlight the function of each stakeholder in e-Transfer system with well-defined roles and responsibilities. It will also raise awareness among all stakeholders to facilitate smooth functioning of the e-transfer process.
2. Legal Position:
i. The Punjab Civil Servants Act, 1974, Punjab School Education Department (School Education) Service Rules, 2014, Transfer Policy 2013 and the amendments made thereunder introduced by School Education Department Punjab, provide overriding principle for transfer/posting that the teachers/officers could be transferred/posted against any relevant post in the best interest of students, institution and public at large. No one can claim any particular post or station as a right of posting whether it is filled by initial recruitment or through in-service promotion by the department.
ii Consequent upon the approval of the Chief Minister Punjab/Competent Authority regarding Amendment in Transfer Policy 2013 vide No. SO(SE-IV)2-34/2009(TR) dated 11.09.2019, it has been notified that transfer/posting of teachers in School Education Department Punjab will only be made through online applications during lifting of ban on transfer/posting.
3. Roles and Responsibilities of Different Stake-holders in E-transfer Process through School Information System (SIS):

vii. Can raise objection.

viii. Can report any error/anomaly in the system through his/her login.

ix. Can submit feedback about the transfer process after its completion.

x. Every teacher can register complaint through his/her mobile app or through SIS hotline on following matters:

xi. Primary Teacher and Elementary Teacher could file appeal against their e-transfer order before appellate authority i,e.Chief Executive Officer (DEA) concerned through SM.

xii. Teachers of BS-16 and above, could file appeal against their within district e-transfer order before Deputy Commissioner concerned through SIS.

xiii. Teachers of BS-16 to ES-18, could file appeal against their inter- district e-transfer order before Secretary School Education Department Punjab through SIS.

xiv. The teacher concerned could see the fate of his complaint/appeal through system in his login.

xv. The teachers of 65-19 and BS-20 could file appeal before Chief Secretary Punjab.

i.The initial personal data submitted by the teacher through his personal login, shall be verified by the head teacher concerned using school tablets.

ii. Schools heads have access to edit following fields of the personal data of teachers:

·      Contact Number

·      Residential Address

·      Marital Status

iii. Can   add data              of            teachers of         his                institution           including              transfer
application.

iv.Can add     remarks            on      transfer
application for the consideration of the concerned authority (Not mandatory).

iv.             Can approve or disapprove the transfer

application                 of   Primary   Teacher and

Elementary            Teacher.     In  case   of

disapproval,                the     authority   shall     be

required  to               mention reason    in  the
system.

v.              Extension of date of expiry of transfer

orders     of    Primary  and   Elementary
Teachers for one week only.

vi.             Can view  and        forward         the
error/anomaly in the system reported by     the   teacher      to   the   CEO(DEA)
concerned along with remarks.

vii.            Can view feedback of the teacher on transfer process and, if necessary, may forward it to the CEO(DEA) concerned i along with remarks.                       

viii. Can view and forward the appeals of ‘ Primary and Elementary Teachers to the CEO(DEA) concerned along with duly signed report for necessary action being appellate authority. After the decision of appellate authority, the DEO(EE-M/F) concerned shall take necessary action and update the fate of the appeal in the system.

ix.Transfer history of the teachers will be

maintained in SIS for the view of the concerned authority.

i.      Verification of availability of post against which transfer application Is submitted (also in case of inter-district transfer).

X.    Can see and forward the error/anomaly

in the system reported by the teacher or forwarded by DEO(EE-M/F), and if necessary, may forward it to the DPI (SE)/DPI(EE) concerned along with remarks.

iv.Can see feedback of the teacher on transfer process or forwarded by DEO(EE-M/F) and, if necessary, may forward it        to         DPI(SE)/DPI(EE)
concerned.

v.Can view and decide the appeals of teachers forwarded by DEO(EE-M/F) concerned being appellate authority.

vi.In case of within district transfer,
CEO(DEA) concerned can view and forward the appeals of BS-16 and above, to the appellate authority i.e. Deputy Commissioner concerned along with duly signed report for necessary action. After the decision of appellate authority, the CEO(DEA) concerned shall take necessary action and update the fate of the appeal in the system.

vii.Tagging for promotion (Grade 16 an Below).

After the decision of appeal, the DPI(EE) shall take necessary action and update the fate of the appeal in the system.

iv.        Can see and forward the error/anomaly in the system reported by the teachers i.e. BS-14 to BS-16 and forwarded by CEO(DEA) concerned, and if necessary, may forward it to the Secretary School Education Department Punjab along with remarks.

v.      Can see feedback of the teachers i.e.
BS-14 to BS-16 and forwarded by CEO(DEA) concerned on transfer process and, if necessary, may forward it to Secretary School Education Department along with remarks.

vi.      Correction   of   data    of     teachers
(Designation, Grade, Subject, Domicile, Date of joining etc.) of Primary and Elementary Teachers.
