SUBJECT:- SURRENDERING OF SERVICES.
Apropos the subject cited above.
It is submitted that a complaint was instituted to this office by the teaching & non-teaching staff of Govt. High School Goth Mehrab, Tehsil Bahawalpur Saddar 30.09.2020 against Muhammad Ashraf Faridi, Senior Headmaster of the
same school regarding his rude & impolite attitude towards school staff. On the said complaint, the probe inquiry was initiated vide this office Memo No. 7725/E-3 dated 14.12.2020 appointing the inquiry committee comprising of Muhammad Bilal, Principal, Govt. High School Sama Satta Bahawalpur and Mr. Said Ali Principal, Govt. High School Khanqah Sharif Bahawalpur. The inquiry committee conducted the probe & submitted its report vide No 001 dated 04.01.2021 with the following findings:
The confrontation of Senior Headmaster Muhammad Ashraf Faridi and the rest of the teachers are very serious and gravely affecting the education environment of the institution, which is the prime objective of the school. Teachers do not feel comfortable and respected in in front of their students so they are not able to perform their duties. Only three teachers are in favor of Senior Headmaster. The institution can lead to physical confrontation as previous incidents of Muhammad Ashraf Faridi in different schools.
And following recommendations:
1. Higher authorities must intervene and try to reconcile the situation as environment is not conducive for education.
2. Necessary transfers should be made.
On the receipt of inquiry report, this office directed the District Education Officer (SE) Bahawalpur vide letter No. 1544/E-III dated 10.03.2021 to redress the issue between the head and rest of the staff amicably in the best interest of students & institution. The District Education Officer (SE) Bahawalpur vide letter No. 6751 dated 01.06.2021, after having been conducted another inquiry, recommended the immediate shifting of Mr. Muhammad Ashraf Faridi, Senior Headmaster GHS Goth Mehrab to any other school or may be posted as SSS at any higher Secondary School and other three teachers will be kept under deep observation for the period of one year. Meanwhile, another complaint was filed by the teaching & non-teaching staff of the school to the Directorate of Public Instructions (SE), Punjab, Lahore office which was received in this office vide letter No. 2253/Admn(Male-2)2021 dated 31.03.2021 with the direction to have glance on instant matter and process the same on priority.
Prior to the above scenario, Muhammad Ashraf Faridi, Senior Headmaster while posting at GHS 153/M Hasilpur, GHS 12/BC Tehsil Bahawalpur Saddar & GHS Shandrah Tehsil Bahawalpur City, created frustration among the staff and destroyed the environment of teaching activities in these schools, as a result he was transferred on administration grounds.
It is imperative to mention here that Muhammad Ashraf Faridi, Senior Headmaster also surrendered the services of Mr. Shabbir Ahmad, SST (IT) of the school without adopting / observing all codal formalities as depicted in the instructions of issuance of surrendering of services vide No. SO (SE-111)5-138/2021 (PACT) dated 04.10..2021.

Further adds that he is habitual to make direct correspondences to the different quarters, showing non¬cooperation and disobeying the order of authorities.
On the basis of an approval given by the Deputy Commissioner/ Administrator (DEA) Bahawalpur dated 09.03.2022 & above stated facts, the services of Muhammad Ashraf Faridi, Senior Headmaster Govt. High School Goth Mehrab, Tehsil Bahawalpur Saddar are hereby surrendered forthwith & placed at the disposal of your good office for taking further disciplinary proceedings against him under the PEEDA Act, 2006.
